Position Summary: The position (K0244698)
Program Development, Implementation, and Enhancement: Responsible for managing programming for Jag program, equity and inclusion programs as related to outlined KDHE strategic plan regarding workforce development, and other KDHE workforce development related programming, division procurement process guidelines, funding regulations and stakeholder workforce needs. Develop and coordinate preparation of portfolio regarding annual work and performance plans with knowledge of operating budgets and program funding streams. Develop and monitor grantee work plans and performance to assure that program models effectively steer the development of successful programming. Provides support for workforce program research including labor market data, industry trends, best practices etc. Actively participates and supports in writing procurement content for Jag program, equity and inclusion programs as related to outlined KDHE strategic plan regarding workforce development, and other workforce related programming and review and rate workforce development proposals in these areas. Oversight of Jag program, equity and inclusion programs as related to outlined KDHE strategic plan regarding workforce development, and other KDHE workforce related programming. In collaboration with community partners, develops effective program design, client services flow, and necessary reporting procedures to effectively serve and report on priority populations identified through these funds.
Job Responsibilities may include but are not limited to the following:
Stakeholder, Community, Workforce System, and relevant partners engagement and convenings: In collaboration with direct supervisor, lead the coordination and implementation of multiple stakeholders (including employers, non-profit partners, educators, public officials, community members and other identified workforce development partners/departments), to provide comprehensive service models and address the workforce needs of community members. Develop strategies for distribution of collateral and various messaging to ensure that local, prioritized, and underserved populations are aware of and have tangible access to identified workforce development programs and entities. Spearhead effective engagement and outreach to diverse populations, including displaced and immigrant workers, monolingual or ESL residents, public aid recipients, criminal justice involved etc. through diverse partnership development. In partnership with direct supervisor and KDHE workforce development partners, develop and implement strategies to best support the community members most affected by labor market fluctuations through workforce programming. Attend conferences, trainings, meetings, strategy sessions and relevant stakeholder meetings to best inform Jag program, equity and inclusion programs as related to outlined KDHE strategic plan regarding workforce development, and other KDHE workforce related programming through learning practices and networking. Oversee regularly scheduled meetings with KDHE organizations, partners, stakeholders, etc., to formally collaborate, share programmic information, and compile data reflecting outcomes relative to this funding.
Qualifications
Education:
Bachelor’s Degree in Human Resources, Workforce Planning, Psychology, Organizational Development and/or related field.
Licensing & Certification:
Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.
Minimum Qualifications:
4 years of work experience in workforce planning and/or community relations, and/or data analytics, and/or financial management, and/or stakeholder operations, with understanding of local, state, and federal regulations that guide workforce development in Kansas.
Bachelor’s Degree in Human Resources, Workforce Planning, Psychology, Organizational Development and/or related field, and/or 2-4 additional years of relevant experience beyond the initial minimum requirement, notated above.
Preferred Qualifications:
Master’s Degree in Human Resources, Workforce Planning, Psychology, Organizational Development and/or related field.
Word, Excel, PowerPoint, Access
Proofreading, editing, attention to detail
Preferred skills working with data management, grant management, and budget management systems, as related to workforce planning.
