Workforce Development Coordinator: E-Learning Specialist - BCBS of KS

    Job Description:

    This position is also responsible for the coordination of the Blue Essentials program and, in collaboration with organizational subject-matter-experts, designs and develops mandated training for compliance, security, policies and procedures, etc. In addition, this position will collaborate with others in the department for the development of workshop follow-up, blended learning activities or just-in-time e-learning experiences and support the Content Curator, when requested, with the development of micro-learning or other electronic-based assets. Coordinates and/or designs the implementation of web- or podcasts. Problem-solving and updating Moodle (Classroom Learning System) software falls within the domain of this position.

    Essential Functions:

    Conduct needs assessment interviews for determining appropriate responses to requests for development.

    Identify off-the-shelf packages that will satisfy training needs identified in needs assessment or will support strategic objectives.

    Review and update current training packages to adapt to changing corporate needs or direction; analyzes curriculum for relevance to management practices; educational fit; and, best industry practices.

    Design new workshops to address emerging organizational needs.

    Provide facilitation based on licensed packages or internally developed curriculum.

    Serve as liaison with HR and organizing logistical issues.

    Design and develop traditional in-class workshops.

    Consult on e-learning follow-on or assignment modules for existing curriculum.

    Prepares facilitator guides.

    Facilitate training and experiential activities for BCBSKS employees.

    Consults on content for just-in-time learning assets (e-learning; info-graphics; micro-learning; pod- or web-casts; videos; blogs; etc.).

    Fills-in and backs-up other facilitators classes when needed.

    Collaborates with all others in the department on projects.

    Provides a minimum of 30% of time to traditional in-class facilitation.

    Qualifications:

    Education: Bachelor's degree in Psychology, Human Services, Human Resources, Leadership or related field is required. Masters in instructional design, organization development, organization administration, organizational leadership, industrial psychology, adult learning, or human resources preferred. College courses focused on training in a corporate setting or certification as a facilitator from ATD or AMA or other similar professional organization preferred. College courses in e-learning or certifications in e-learning design and implementation preferred.

    Experience: Three years of traditional classroom facilitation preferred. Demonstrated experience designing and implementing a systematic instructional design model for the development of training preferred. Presentations at national conferences appropriate to adult learning; facilitation; and/or instructional design would be preferred. Demonstrated experience in designing and implementing e-learning preferred.

    Skills:

    Required: proficient using Microsoft Word, Excel and PowerPoint. Strong editing and proofreading skills required. Excellent presentation skills. Self-starter with the ability to work independently. Ability to manage several projects simultaneously. Demonstrated ability to analyze, identify problems, develop solutions and make decisions using sound judgement on complex or unique problems. Established organizational skills, with the ability to work in a rapidly changing environment. Excellent customer service skills. Exceptional oral and written communication skills. Demonstrated skills in the use of complex design and/or communication software. Research skills in academic and other media content (print and electronic).

    Must have a valid driving license. Position requires a minimum of 10% travel throughout the State of Kansas which will involve some overnight stays. Must be able to lift 30 lbs.

    Preferred: Extensive knowledge of best practices for design and implementation of effective e-learning experiences. Experience with tools for web- or podcasting. Curriculum design, development and implementation. Knowledge of Excel Macros, Adobe Suite (InDesign, Photoshop, Illustrator, DreamWeaver), Visio, Raptivity or Bravo, Articulate and Moodle. Certification in Covey, Blanchard and/or Vital Smarts products.
