HR Specialist (Recruitment and Hiring) - City of Topeka

    The City of Topeka Human Resources Department is seeking qualified candidates for a Human Resources Specialist in the area of employment recruitment and hiring. Working in a close-knit work group, the position performs a range of HR tasks related to employment and retention for a wide range of municipal government career opportunities.

    Specific duties include:

    Utilizing various media for advertisement, sources applicants via social media, print and Internet announcements. Reviews and refers applicants to hiring managers, assist with the selection process as needed and coordinates pre-employment screening processes, including competency tests, drug screening, health assessment and criminal background checks.

    Assists in the development and maintenance of a network of professional and community recruiting sources and participates in job fairs. Assists in the coordination of other City department participation in job fairs and makes public presentations at schools and organizations regarding employment opportunities and City hiring processes.

    Conducts bi-weekly new hire orientation, providing new hire employees with information on City employment information, processes new hire paperwork.

    Administers the temporary worker process, processes requests for temporary workers, notifies departments of approval and guides departments through the temporary worker acquisition process via the City’s contracted temporary employment agency.

    Administers the annual summer Topeka Way to Work youth professional development program, including marketing and promotion of the program. Secures participants and coordinates the participant identification process. Assists in determining types of professional development training to be provided, acquires internal and external training facilitators and may facilitate training events.

    Minimum qualifications:

    Associate's degree from an accredited college or university in human resource management, public or business administration or a closely related field. A combination of education and experience may be substituted for the degree. Must have at least two (2) years of progressively responsible professional experience human resources or personnel administration. Must possess and maintain a valid KS driver’s license and city-insurable driving record.
