Position Summary
The Payroll Administrator is responsible for processing the bi-weekly payroll for the agency, including verifying the accuracy of time sheets, analysis of payroll comparison data, preparing payroll related reports, printing payroll checks and direct deposit advice forms, initiating any fund transfers for withholdings, and completing accounts payable check vouchers for payroll related expenses. Administer benefit programs (including medical, vision, dental, group life, and long-term disability insurance, flexible spending account, and paid leave). Additional responsibilities include assisting with the annual Agency budget process, preparation of audit schedules as related to the specific areas of focus, and special assignments as requested by the CFO and HR Director.

ESSENTIAL FUNCTIONS
Processing the bi-weekly payroll for the agency, including verifying the accuracy of time sheets, analysis of payroll comparison data, preparing payroll related reports, printing payroll checks and direct deposit advice forms.
Ensures accurate and timely processing of payroll updates including new hires, terminations, and changes to pay rates.
Initiating fund transfers for withholdings.
Verification of employment.
Completing accounts payable check vouchers for payroll related expenses.
Responsible for all record keeping and timely reporting of child support and garnishment orders of withholding.
Completing quarterly and yearly payroll tax withholding reports including W-2 statements for all employees of the agency.
Ensures compliance with federal, state, and local payroll, wage, and hour laws and best practices.
Facilitates audits by providing records and documentation to auditors.
Reconcile all monthly invoices as it pertains to benefits against HRIS system to ensure billing accuracy and employee's benefit elections and deductions are correct.
Tracks and records on employee's timesheets any COVID-19 related leave.
Identifies and recommends updates to payroll processing software, systems, and procedures.
Responsible for creating specialized financial reports in the electronic medical records system or accounting system as requested by the CFO.
Expected to perform special assignments as they occur/requested by the CFO and HR Director.
POSITION QUALIFICATIONS
Education/Licensure:
Bachelor's degree in accounting, business or related field, with one-year relevant experience; or High school diploma/GED equivalent with 3 years of relevant payroll experience.
Must successfully pass the KBI and DCF and all other background investigations.
A valid driver's license, a good driving record, current auto insurance and reliable transportation maybe required.
Experience:
Extensive knowledge of the payroll function including preparation, balancing, internal control, and payroll taxes.
Excellent organizational skills and attention to detail.
Strong analytical and problem-solving skills.
Proficient with Microsoft Office Suite or related software.
Proficient with payroll software.
WORK ENVIRONMENT
Office based working environment; requires flexible schedule; slight risk of exposure to aggressive children. There is also the risk of working with various pieces of office equipment.
