Position Summary & Responsibilities:
This position is located in Topeka, at the Eisenhower State Office Building. As the head of the agency’s Bureau of Human Resources, the person in this position leads a group of HR staff who are in KDOT’s headquarters and district offices. The Bureau of Human Resources is responsible for all human resources and personnel management duties, including the areas of recruitment, retention, position management, training, performance management, FMLA, Worker’s Compensation, CDL/Drug and Alcohol Programs, and benefits administration. The person in this position analyzes the impact of the personnel processes and procedures on the overall operation and assures the agency is effective and responsible in its administration and management of all personnel functions.
Job Responsibilities may include but are not limited to the following:
-Oversees the administration of a comprehensive human resource program for KDOT:
Classification, compensation, position descriptions, policy development and review, job analysis, preemployment physicals, salary surveys and progression programs.
Employment and recruitment, employee transactions, labor relations, drug and alcohol testing, benefits, and performance management.
Training development, LMS, Org Publisher, computer-based training development, and tuition assistance.
-Develops and maintains working relationships with Senior Managers, attends and presents at managerial and employee meetings throughout the State, and serves on teams to maintain familiarity with agency programs, operations, and practices/policies. Identifies issues and needs in the HR areas and pursues solutions through innovative solutions which may include new or pilot programs or policies; may include working with, persuading, and negotiating with Department of Administration or other agencies.
Supervises and provides guidance and leadership to all HR staff regarding program areas; monitors and resolves issues with delegated authorities for HR functions; communicates and seeks input through regularly scheduled teleconferences and by email.
-Coordinates with legal staff to oversee or participate in hearings and appeals; reviews decisions and correspondence and provides guidance to Senior Managers for performance review appeals, and disciplinary investigations, findings, proposals, and final actions.
-Participates in labor relations activities such as meet and confer; administration of Memorandums of Agreement and resolving communication issues. Serves as point of contact for the agency with KOSE.
-Manages administration of the bureau in areas such as hiring, training, performance of staff, special projects, goal setting, budget. Represents the Agency at HR related Conferences
-Performs other related duties as assigned or needed.

Qualifications:
Minimum Qualifications:
-Five years of experience in planning, directing, organizing, managing or administering personnel or human resources functions.
-Five years of experience in leadership/supervisory roles with track record of increasing responsibilities.
-Effective oral and written communication skills.
-Ability to understand, interpret and apply laws, policies, and regulations.
Preferred Qualifications:
-Experience involving position classification, compensation, employee discipline, benefits, employment/recruitment, and/or labor relations.
-Ability to work effectively with others in a diversified workforce.
-Demonstrated problem solving.
-Demonstrated skill in multi-tasking.
-Demonstrated organizational skills.
Education:
Graduation from an accredited four-year college or university with a Bachelors in HR or a related field. Including or supplemented by at least five courses in personnel, public or business administration, educational guidance or counseling, psychology, sociology, statistics, law, or economics is preferred.
Licensing & Certification:
-PHR or SHRM-CP Certification or must obtain within 6 months of employment
-SPHR or SHRM-SCP Certification is preferred.
