Human Resources Director - Kansas Department of Corrections

    The Human Resources (HR) Director is an executive level position reporting to the Secretary of Corrections has full responsibility for the management of the agency's comprehensive HR program, including, payroll, benefits, employee relations, recruitment, Federal and State laws and regulations, and Agency policies and practices, consistent with KDOC’s mission and vision. This position provides consultation and guidance to the Secretary and the Department’s System Management Team regarding HR needs and priorities.  This position also serves as a liaison with other Cabinet-level HR staff regarding HR initiatives and issues.   

    The duties and responsibilities of the DOC HR Director include, but are not limited to, the following:

    ·         As member of the Core Leadership Team, the agency System Management Team and the Office of Personnel Services, the incumbent determines HR roles in agency initiatives and day-to-day operations.  Incumbent participates in developing agency goals and initiatives and determines the HR team roles in successful implementation.  Assures compliance at all levels of the agency with laws, directives and labor agreements.

    ·         Directs the HR team through hiring and development of Human Resource Managers and HR team members in facilities and departments representing the agency.  Communicates and leads agency initiatives to include, but not limited to: guidelines related to day-to-day operations; development and/or implantation of policies and procedures; strategic planning and statewide policy and program implementation and ongoing maintenance of programs and/or plans.

    ·         Provides counsel to all employees, other government officials and stakeholders, and the public as related to employee relations issues.  Reviews all disciplinary actions to assure practices are consistent, fair and progressive.  Reviews HR related policies annually; recommends new policy and/or revisions as needed.

    ·         Identifies pay and classification issues that are impacting the Agency’s ability to recruit and retain staff; makes recommendations related to adjustments of pay and classification to ensure staff are paid competitively and to increase retention, including conducting any necessary market studies, and review of any other relevant factors impacting the Agency’s success in recruiting and retaining staff.  Assists management team in identifying pay issues creating barriers to recruitment and retention and recommends timely solutions.

    ·         Oversees the recruitment efforts of the Agency, addressing processes for increasing the Agency’s presence in social media; identifying advertising and recruitment strategies that are current and effective; identify metrics to track and assess the impact of recruitment strategies; works with all sites to ensure a coordinated recruitment effort. Identifies barriers in current practices and procedures to recruiting a deep pool of applicants and offers and implements solutions.

    ·         Oversees the statewide Equal Opportunity program and the disabilities programs for both employees and residents.  Responsible for timely submission of reports, training and investigation of allegations inconsistent with a respectful workplace, sexual harassment or other discriminatory practices.

    ·         Serves as head of HR team representing DOC’s Central Office and Parole, with oversight of all HR functions.  Serves as System Management Team counsel and member of the Employee Wellness Committee. Provides support and guidance to facility HR teams to ensure appropriate consistency, fairness, and to ensure that needs are identified and met.  Helps build a strong team among the site HR directors and ensures that the needs of the local site are addressed in keeping with the vision of the management team members.

    ·         Serves as point person for all union related activities for the KOSE, FOP and Teamsters unions.  Serves as a member of the meet and confer team for all labor meetings, participates in meetings and assists legal with the resolution of grievances and other employee related activities.
