General Director, Human Resources - TPS
Position Purpose:
Supervises the Department of Human Resources which includes the recruitment, selection, salary, employee benefits, performance appraisals, contract management, and application of employment law and staffing programs of the District. Provide leadership in planning, managing, and coordination of personnel support to the District.
Qualifications:
BA in Human Resource Management or related filed. Administrative experience in HR. Skill in operating HR information systems and related technology. HR certification from HRCI and/or SHRM.
Prefer MA in HR Administration

Performance Responsibilities:
o Administer the HR program for Topeka Public Schools which includes
o Certified, classified and administrator recruitment & retention
o Record and statistical management
o Employee on-boarding and development
o Benefit enrollment & leave management
o Substitute services
o Develops staffing plans and programs to meet the District needs. Administer recruitment, application processing and staffing programs for all certified, classified and administrative positions.
• Remain current on laws impacting employment programs through research, white papers, professional development, to include:
o ACA
o ADA
o ADEA
o Child Labor
o FCRA
o FLSA
o FMLA
o NLRA
o Title VII
o State Wage & Hour Laws
• Develop, implement and administer the proper maintenance of all personnel records, files, and documents.
• Coordinate and monitor the District’s personnel appraisal program.
• Develops and recommends HR budget. Monitor expenditures for the department.
• Administers the issuance of contracts and supplemental contracts to all employees; administers the District’s program of physical examinations and tuberculosis tests for employees.
• Coordinates the enrollment portion of benefits programs, (health, dental, prescription, life, disability insurance). Administer Cobra.
• Administer medical, personal and military leave programs.
• Administer complaint, grievance and discipline programs to include investigations and resolution of complaints. Implement disciplinary actions, participate in appeals, mediation and hearings as necessary.
• Develops and recommends policy and procedure; disseminate information, interpret and advise administrators and employees regarding policies, regulations, professional agreement provisions, legislation, and mandates related to human resource programs.
• Participates in or coordinates District meetings & committees as required or requested by deputy superintendent or Board of Education.
• Serves as a member of the district administration negotiating team to produce the District/NEA negotiated agreement.
• Oversees and maintains statistical information and records for all District personnel and submits required or requested reports to the Board of Education, the State Department of Education, and local, State and Federal agencies.
• Develop recommendations for human resource needs and recommends such needs to the Deputy Superintendent.
• Conduct compensation surveys and recommend adjustments. Oversee implementation and management of compensation programs and procedures.
• Chair board personnel committee – Schedule meetings, develop agenda, present information.
• Serve as District EEO/AA officer.
• Administer international teacher programs – visiting international teachers, and J & H visa applications. Work with immigration attorney to prepare visa applications, labor certifications and collection of information.
• Develop HR communication materials; conduct training related to HR programs.
• Performs other duties as assigned by the Superintendent, or his/her designee.
