    Position Summary & Responsibilities:
    The Program Consultant position functions as a health benefits consultant to the Non-State Employer (NSE) Membership Services group. The Program Consultant position is located in the State Employee Health Benefits Plan (SEHBP) and reports to the Senior Manager, SEHP Membership Services. The SEHP Membership unit is responsible for the enrollment of 100,000 plus lives. This is one of two positions that work with the 170 + Non-State Public Employer (NSE) groups across the State of Kansas and all of the NSE HR offices.

    This position also is a primary contact for COBRA administration and provides back up for the Active State and Direct Bill population. The primary duties and responsibilities of the position consist of the following:

    Interpret group health insurance (GHI) policies and procedures established by the Health Care Commission (HCC) in accordance with federal and state law, statutes and regulations including Medicare and COBRA in order to determine eligibility for non-state employer (NSE) groups and members under the State Employee Benefits Health Plan (SEHBP).
    Process dashboard requests daily and ensure all the correct membership documentation/correspondence is uploaded to members' records in MAP. Generate program correspondence as needed to NSE members and human resource (HR) representatives. Review member submitted communication for appeals, corrections and requests for exceptions under the SEHP. Present and discuss exceptions with supervisor. Contact carriers and other vendors with urgent membership eligibility issues and updates. Approve and enter new enrollments, terminations, life event changes and membership/eligibility data into Membership Administration Portal (MAP) for NSE group and COBRA members.
    Execute reports, verify and make corrections to health plan membership data. Contact carriers and other vendors with urgent membership eligibility issues and updates. Reviews and makes decisions on member submitted communication forms for appeals, corrections and requests for exceptions under the SEHP. Presents and discusses exceptions with supervisor. Generate program correspondence to member and NSE human resource (HR) representatives.
    Receive various COBRA reports and takes the appropriate action in MAP. Verify and make necessary corrections to COBRA membership data entered in MAP. Contact carriers with urgent membership updates.
    Participate in the design and content of the NSE Open enrollment materials including information for the SEHP website and newsletters.

    Minimum Qualifications:
    High school diploma or GED and 6 months of experience in business, public health or related field. Education may be substituted for experience as determined relevant by the agency.

    A valid driver’s license is required.

    The incumbent will receive training in the provision of the HIPAA Privacy Regulations and HIPAA Security Regulations as they relate to the duties of this position and is required to sign a confidentiality agreement.
