Position Summary & Responsibilities:
This position is located in Topeka, at the Eisenhower State Office Building, and is within the Bureau of Human Resources. This position will act as the Assistant to the Bureau Chief of Human Resources and will provide full performance human resource management work for all services offered by KDOT’s Bureau of Human Resources and the Department of Administration. The incumbent will perform duties in the various specialty human resource programs on an as needed basis, during peak workloads, as assigned for special projects and during the absence of other professional staff. This position will be responsible to develop and maintain working relationships with agency staff to become knowledgeable of key problems and issues.
Job Responsibilities may include but are not limited to the following:
*Directs special projects for the Bureau Chief through direct performance of work tasks and the assigning to and follow up of work tasks delegated to other Human Resources staff.
*Provides status and/or reports to Bureau Chief, E-staff and Senior Managers as assigned.
*Participates in the development, revision, maintenance and implementation of agency policies, procedures, and pilot programs.
*Provides supervision and training to Bureau and district HR staff related to proper processes for HR complaints or issues.
*Responsible for assuring that SOM’s are current and up to date by working with the subject matter experts, Bureau Chief, and Legal for compliance with state and agency policies and procedures.
*Creates tracking process to assure employee issues are handled according to current policies and procedures.
*Provides guidance to staff in the Bureau of Human Resources.
*Overseeing employee transactions into the statewide SHaRP system, benefits including health insurance, disability, shared leave and KPERS retirement.
*Manages Program Administrator and Designated Employer Representative and staff which includes such duties as Drug and Alcohol testing, CDL requirements, FMLA program, Unemployment, POET, and Workman’s Compensation.
*Provides guidance to staff in the Organizational Development Unit which includes implementation and use of the Learning Management System (LMS), developing and implementing the on-line curricula program, instructor lead training.
*Manages staff in the Position Management Classification Unit which includes reviewing, researching and providing guidance to managers on position reclassification and salary increase requests.
*Manages staff in the Recruitment Unit as needed in the absence of the Recruiting Manager.
*Provides supervision, advice and leadership to HR staff within the Bureau and the Districts regarding HR program areas; monitors and resolves issues with delegated authorities for HR functions; communicates and seeks input through regularly scheduled meetings and emails.
*Coordinates with Legal staff to assure that policies and procedures are being handled appropriately.
Qualifications:
Minimum Qualifications:
*Three years of experience in planning, directing, organizing, managing or administering a broad range of human resource functions including employment & recruitment, employee relations, compensation and organizational development/training.
*Experience managing several human resource functions.
*Experience planning & interpreting program & policy.
*Education may be substituted for experience as determined relevant by the agency.
*Valid Driver’s License at time of appointment.
Education:
*Bachelor’s Degree in Human Resources, Business, Public Administration or other related field is preferred.
Licensing & Certification:
*PHR or SHRM-CP Certification or will obtain within 6 months of employment is preferred.
