    Position Summary & Responsibilities: Administrative Director

    The Administrative Director is responsible for the supervision of four (4) positions: Senior Manager of Membership Services, Communications Manager, Request for Proposal and Project Analyst and the Wellness Coordinator, as well as oversight for these program areas.

    The primary duties and responsibilities of the position consist of the following:
    Oversee the operation and employee teams working in the Administration unit within the State Employee Health Benefits Program (SEHBP). This includes delegating tasks to employees and conducting regular meetings with team members to monitor the status of projects. Provide supervision and oversight on member communications. The Administrative Director will schedule regular meetings to ensure that work and projects stay on track and ensure the projects are completed on time and within budget. Review membership issues as needed and provide supervision to the Senior Manager of Membership Services.

    Responsible for collecting the necessary information and coordinating reporting on work and projects. Prepare necessary documentation which may include budget review and developing projected budgets for projects. Conduct research or direct other team members to conduct the research before an appropriate course of action can be determined. Use the research to analyze and determine the course of the project to get the desired results. Individual will work with and monitor the work of outside vendors in relation to projects, performance, and compliance with contracts. Provide regular updates to the team and SEHBP Director on progress and goals to be completed. Assist SEHBP staff on compliance matters related to state and federal laws and their implementation and vendor performance management.

    Oversee the preparation, direction, and negotiation of all SEHBP Request for Proposals (RFPs) and contracts. The SEHBP prepares and negotiates 5 to 9 RFPs each year for services. Work with legal counsel on contracts and compliance issues. Work with the internal team to evaluate RFP's and prepare for negotiations with potential vendors. Evaluate new vendor inquiries and research products/services not currently utilized by the SEHBP that can increase efficiency and reduce costs. Assist with the KITO process for technology projects that exceed the State dollar threshold for technology projects. Coordinate the required work with all work units within SEHBP for implementation of new programs and vendors. Track progress of the implementation process and provide updates to the entire SEHBP team. Assist with the review and drafting of language as needed for regulations and provide oversight of the submission process for the K.A.R. changes to ensure timelines are met.

    Oversee the preparation, direction, development, implementation and ongoing support of the HealthQuest Health Center and wellness program and EAP. Work with SEHP team to develop appropriate recommendations on the HealthQuest programs for the Health Care Commission's approval. Work with internal staff to manage vendors and address program issues and member concerns.

    Monitor legislative bills related to or effecting SEHP or SSIF. Coordinate the SEHBP team's response to the legislation. Prepared responses for the Director of SEHBP to submit back to the legislature.

    Minimum Qualifications:
    Three years of experience in planning, organizing and directing the work of a department, program or agency. Education may be substituted for experience as determined relevant by the agency.
