Personnel Transaction Specialist - KDOT
This position serves as the primary administrator for employee personnel transactions within the Statewide Human Resource and Payroll (SHARP) system for Kansas Department of Transportation (KDOT). The role is responsible for processing and maintaining accurate employee lifecycle transactions, including hires, status changes, payroll-impacting updates, retirement system entries, and separation documentation. Identifies discrepancies or system errors in personnel and payroll transactions; makes authorized corrections or returns documentation to appropriate staff for clarification. Responsible for compliance with State of Kansas Personnel Regulations, KPERS requirements, payroll procedures, and reporting deadlines. This role supports recruitment, position management, fiscal services, and benefits functions by ensuring timely and accurate system execution of approved personnel actions.
Minimum qualifications - One year of experience in planning, directing, organizing, managing or administering personnel or human resources functions. Education may be substituted for experience as determined relevant by the agency.
Preferred qualifications - Working knowledge of State of Kansas Personnel Regulations, payroll procedures, and public-sector HR compliance requirements and experience processing personnel and payroll transactions in an enterprise HRIS preferred. Knowledge of KPERS enrollment, contribution eligibility, and employer reporting requirements preferred. Strong analytical skills to identify discrepancies, research errors, and resolve data inconsistencies. High level of accuracy and attention to detail in data entry and documentation review. Ability to manage time-sensitive transactions within payroll and statutory deadlines. Skill in preparing and maintaining procedural manuals and written documentation. Ability to train and advise supervisors and HR staff on transaction procedures and compliance requirements. Strong written and verbal communication skills, particularly in explaining technical payroll or retirement processes. Proficiency in Microsoft Excel and reporting tools for data validation and reconciliation.
