Classified Personnel Manager - Topeka Public Schools | Open until 02/06/2024

    Job Description:
    Plays a critical role in overseeing the recruitment, retention, and management of classified staff within Topeka Public Schools. This position requires exceptional organizational skills, a deep understanding of human resource practices, and the ability to ensure compliance with human resource related regulations and other relevant laws.

    Knowledge, Skills and Abilities:
    * Bachelor’s Degree in Human Resources or related field and experience in Human
    Resources administration is preferred. Equivalent related experience may be substitutedfor the education on a year for year basis.
    * Ability to interpret and accurately apply laws, policy, Human Resource practices, and
    regulations.
    * Ability to address employee issues in a professional manner, establish effective and
    positive relationships with external customers, contacts and community representatives, address problems and carry out programs with consistency and effectiveness.
    * Ability to communicate effectively verbally and in writing.

    Essential Functions:
    * Manages the administration of all HR functions regarding district classified employees. This includes recruitment, on-boarding, policy administration, and employee relations.
    * Manages the establishment of classified positions, which includes verification of
    funding, consistent classification and compensation, and current job descriptions.
    * Coordinates the reassignment of classified employees, job changes, reclassifications,
    reasonable assurance, and terminations.
    * Responsible for recruitment functions such as posting of vacancies, monitoring
    applicant systems, communicating with hiring managers, and timely extension of
    offers of employment.
    * Interprets personnel policies and advises supervisors on the administration of such
    policies. Advises, assists, and counsels in employee discipline situations.
    * Supervises the work of a Human Resources Assistant. Ensures efficient use of time and resources by the Assistant.

    Other Job Functions:
    * In cooperation with the General Director, directs the proper maintenance of all classified records, files, and documents.
    * Coordinates responses to unemployment inquiries and serves as the District
    representative at hearings.
    * Assist in the development and maintenance of statistical information and records for
    District classified personnel and submits appropriate information to the Board of
    Education and other agencies as requested.
    * Develops and recommends revision of classified personnel policies, regulations,
    handbook inserts and forms, and prepares the classified employee handbook.
    * Conduct classified compensation surveys, analyze comparable rate data, establish
    compensation philosophy, and make recommendations for adjustment or establishment
    of salaries.
    * Participate in or manage district meetings: Classified steering committees, Principal’s
    meeting, retreats, in-service presentations, and other meetings as requested. Conduct
    training sessions on HR topics.
    * Work with community agencies in the placement of their clients into district positions.
    Communicate performance expectations, discuss performance concerns, and match
    positions with client abilities and skills.
    * Coordinate annual performance appraisal process for classified employees. Reviews
    classified evaluations.
    * Coordinate the development, production, and distribution of classified duty calendars.
    * Review annual increases and coordinate the distribution of pay letters to classified
    employees.

    Physical/Emotional Requirements:
    The incumbent may be required to use the following requirements during any part of the
    working day:
    Speaking, hearing, visual, reading, writing, word processing, mobility, consistency of
    temperament, ability to work with a variety of problems at the same time, stamina for
    working long hours and in stress producing environments.

    Licensure Considerations:
    Society of Human Resources Management Professional Certification (SHRM-CP or higher) is preferred.
